在部分的企業，或許有人感到多做多錯，少做少錯，不做不錯的觀念潛藏於作業環境中：而人治的作為，亦並非完全透過一有效的整體作業制度，就能獲得充分的契合與發揮。再者，當一個問題發生要解決它時，首先應有對策，然後採取行動，進而產生效果，但往往在問題的發現與對策之間衍生了認知的遲滯：在需要對策與採取行動之間產生了行動的遲滯：在採取行動與執行效果間又發生了效果的遲滯。使得部分企業長久以來，為既定之產品設計目標或服務目標無法一氣呵成，備感困擾，如果再加上各單位彼此職務的推拖，那麼不正是像品管標語常說的「一粒老鼠屎（作業契合點，出了問題）壞了整鍋粥」嗎？在ISO9000系列中所談及的，即是針對上述問題提供一個企業體常見的、基本的、實用的管理模式，此外，TSO9000系列更是一套可以從合約、設計、採購、進料、倉儲、製程、出貨、售後服務、教育訓練……等等作業，得到一連貫性且妥善解決的品質管理行政系統。它可視為一項整體流程作業溝通的根據，藉由其建立，以儘可能弭除部門責任界面灰色地帶上所產生的計劃遲滯或過於保護部門之本位主義。事實上，推動ISO9000系列並不難，在大部分的行業裡，尤其是製造業與服務業，是天天可以見到的一種作業模式，只是在行之於書面制度時，尤須加以注意制度擬訂的空間，要豐腴適中（見Q：如何建立TSO9000系列之書面品保系統：Q：ISO9000系列制度化與文件化的關係為何？）不要太胖，而顯得空乏不實用：不要太瘦，造成礙手礙腳而不夠用，因為就算有再好的制度導入，其目的也是希望達成簡單（簡單明快）、實用 （溝通容易）的原則。 ISO9000系列推動的目的亦是同理，即是將複雜的管理，透過標準化的特質，達成作業儘量簡單化。換言之，若ISO9000的證書不能帶給您此項的目的時，則不是ISO9000系列標準化基本實質的意義。因此無論企業目前正進行推動，或者後續追查與換證作業，皆須站在上述導入的原則，依序探討並注意下列幾項因素：<UL TYPE=SQUARE><LI>一、避免立意過高，而不切實際之作業需求。<LI>二、有效整合IS09000系列各單項作業修文要求，過濾不必要的作業程序。<LI>三、讓公司全員真正動起來，落實於平日作業中。<LI>四、有效運用教育訓練，建立企業永續經營的根基。<LI>五、企業外聘顧問之應用價值與投資成本的考量。<LI>六、從外聘顧問走向實際內部的獨立改善。<LI>七、選定正確的認證申請單位與證書合法性，並考量成本的負擔。<LI>八、標準落實與業者在將來各成長階段實際作業應用落差之維護與經營。</UL>由於工作業務的關係，筆者這二、三年來先後與歐市執委會，ISO國際標準組織，英國、德國、法國、義大利、瑞典、荷蘭、美國及加拿大等品質標準機構聯繫，以期瞭解各國彼此稽核的觀點，ISO9001～9003的申請文件與表格及申請費用、申請通過後之配合規定條款、通過後之年費、和各驗證機構授權認證的項目及產品範圍、稽核輔助表、CE類產品申請模式……等資料的取得。本書分別就「<B>ISO9000系列發展近況</B>」、「<B>認識ISO9000系列</B>」、「<B>ISO9000系列所延伸的品質理念</B>」、「<B>ISO9000系列相關的周邊概念</B>」、「<B>ISO9000系列在台灣</B>」、「<B>ISO9000系列各單項的推動簡介</B>」、「<B>結論</B>」、「<B>附錄</B>」等八個階段，提出有關ISO9000系列基本、常見的一些問題與內容，並以實務與稽核應用的方式逐一說明，提供國內對ISO9000系列有興趣的同好及申請業者，在推行過程中作一參考。由於ISO9000系列的作業系統應用廣泛，惟筆者學識經驗有限，內容舉例疏失謬誤之處，尤誠祈社會各先進專家批評指導為幸。此次的出刊，承蒙許多人不斷的給予指導與鼓勵，故在此要感謝現代總裁企管顧問公司陳貴年總經理、TUV一台灣西德萊因技術監護顧問股份有限公司總經理Mr.
